1. Your E Scooter Must be Approved by the Land Transport Authority (LTA)

All e scooters in Singapore must comply with the following device criteria while travelling on public paths:

  1. No more than 20kg in unladen weight;
  2. 70cm in width;
  3. 25km/h in maximum speed;
  4. Obtained UL2272 safety standard certification

E scooters must be inspected for device compliance by LTA-authorised E Scooter Inspection Centres before they can be registered with LTA.

2. You Must Have Registered Your E Scooter in Singapore

Your e scooter must be registered before it can be used on public paths.

It is an offence to ride an un-registered e scooter on public paths.

First-time offenders can be subject to a fine of up to $2,000 and/or imprisonment of up to 3 months.

All new e scooters must pass registration inspection before they can be registered with LTA.

After registration, their Registration and Identification Marks must be properly affixed and displayed.

The Registration Mark is a sticker issued by the inspection centre bearing LTA’s logo whereas the Identification Mark bears the registration number of your e scooter.

3. You Must Have Taken and Passed the Mandatory E Scooter Theory Test

From 1 January 2022, e scooter riders will have to pass a mandatory theory test before they can ride their e scooters on cycling paths.

The theory test familiarises riders of e scooters with active mobility rules, code of conduct and safe riding practices.

Holders of driving licences are not exempted from taking the theory test as driving licences do not cover rules on paths, and navigating the roads as a Power-Assisted Bicycle rider differs from a motorist.

4. You Can Only Ride Your E Scooter in Singapore on Cycling Paths

Since 5 November 2019, the Land Transport Authority has prohibited the riding of e scooters on all footpaths.

Henceforth, e scooters can only be ridden on cycling paths.

The current policy of disallowing personal mobility devices (PMDs) on roads remains. 

Those caught riding an e scooter on footpaths will face regulatory action.

Offenders are liable for fines of up to $2,000 and/or face imprisonment of up to 3 months, if convicted.

5. You Must be at Least 16 Years Old to Ride an E Scooter in Singapore

The minimum age to ride an e scooter is 16 years old.

Under-aged riders can ride under supervision by an adult (at least 21 years old) who has obtained an E Scooter Theory Test Certificate.
