Singapore Work Permit Quota Calculator
This Work Permit calculator estimates how many Work Permit holders a company may be able to hire under Singapore's sector quota rules. It uses the company's LQS count, sector dependency ratio ceiling, current S Pass holders and current Work Permit holders.
For manufacturing and services employers, the calculator also checks the published PRC and NTS source caps. These caps can reduce the number of workers you can hire from a specific source even when the company still has overall migrant worker quota.
Quota rules included
- Construction and process: maximum migrant workers equals LQS count x 5.
- Marine shipyard: maximum migrant workers equals LQS count x 3.
- Manufacturing: maximum migrant workers equals LQS count x 1.5.
- Services: maximum migrant workers equals LQS count x 0.538462.
- Manufacturing and services: PRC and NTS source caps are checked separately.

What does this Work Permit calculator estimate?
It estimates the maximum number of Work Permit and S Pass holders a Singapore company can employ based on sector, Local Qualifying Salary count, existing S Pass holders and existing Work Permit holders.
What information do I need before using the calculator?
You need the company sector, the number of local employees counted as 1.0 or 0.5 under the Local Qualifying Salary rules, existing S Pass holders, existing Work Permit holders and, for manufacturing or services, current PRC and NTS Work Permit counts.
Does this calculator include PRC and NTS source caps?
Yes. For manufacturing and services, the calculator shows the additional PRC and NTS Work Permit capacity using MOM source-cap formulas, plus the overall Work Permit quota for Malaysia, NAS and other non-capped sources. It still remains an estimate and should be confirmed in MOM systems.
Is this an official MOM calculator?
No. This is an SBO.sg estimation tool based on published MOM guidance. Employers should verify quota balance, levy tier and pass eligibility in MOM systems before hiring or renewing workers.
